Boulder BPO: reporting, audits and the state overlap

Boulder’s local Building Performance Ordinance and the statewide standard need separate checks.

Confirm local coverage

The BPO phases in existing commercial buildings from 20,000 sq ft and applies to qualifying new buildings from 10,000 sq ft. City-owned buildings have their own coverage category. Check the affected-buildings list and the official compliance map.

Check each obligation

Annual energy rating and reporting, energy assessments, lighting requirements and retro-commissioning do not share a single completion date. Obtain the property’s schedule and any approved extension from the BPO helpdesk.

Proposed changes are not an exemption

Boulder’s 2026–27 alignment proposal addresses buildings 50,000 sq ft and larger that overlap with the state standard. The city describes these as proposed policy changes. Continue to use enacted rules until the city confirms a change for your property.

Explore PACE Partners rebates

Boulder County PACE Partners supports eligible commercial-meter retrofit projects. This rebate program is different from Colorado C-PACE financing, which must be repaid. Utility stacking, equipment requirements and annual owner/building limits need confirmation.
