# October 2026 source and coverage review

Review date: October 1, 2026, Mountain Time. This is a record of the sources obtained, not a guarantee that no newer document exists elsewhere. No private owner portals were used.

## Official rules and dates

- **Colorado:** https://energyoffice.colorado.gov/bpc currently describes the 2026 July 1–November 1 reporting period. Signed HB25-1269, page 3, https://leg.colorado.gov/bill_files/40618/download confirms November 1 for the preceding year's data starting in 2026. General covered-building threshold 50,000+ sq ft, subject to definitions/exemptions. State page and signed act archived. BEAM's selected cycle remains 8, explicitly 2026 reporting / 2025 calendar-year energy data.
- **Denver:** https://www.energizedenver.org/large-buildings-benchmark confirms annual June 1 reporting for covered buildings 25,000+ sq ft. https://www.energizedenver.org/small-buildings gives December 31 deadlines by size band: 20,000–24,999 in 2026; 15,000–19,999 in 2027; 10,000–14,999 in 2028; 5,000–9,999 in 2029. Annual report labels are not performance-pathway determinations.
- **Boulder:** https://bouldercolorado.gov/services/building-performance-ordinance still links the 2026 workbook at https://bouldercolorado.gov/media/4225/download?inline . Private existing commercial/industrial 20,000+ sq ft, qualifying new private 10,000+ sq ft and specified city buildings. Private workbook tab: June 1, 2026; city-owned tab heading: May 1, 2026. The program schedule includes June 1, 2027 retro-commissioning measure implementation for the 20,000–30,000 sq ft group. Workbook unchanged by SHA-256.
- **Aspen:** https://www.aspen.gov/1245/Building-IQ links the same 2026 covered-address PDF, https://www.aspen.gov/DocumentCenter/View/15687 . Commercial 5,000+ sq ft, multifamily 15,000+ sq ft and city buildings; annual June 1 reporting. The city says specific performance-standard coverage, timelines and targets remain under development. Covered PDF unchanged by SHA-256; 190 occurrences/189 distinct strings verified, including section counts and visually reviewed first page. The October 2025 report is historical background, not a 2026 status source.
- **Fort Collins:** https://www.fortcollins.gov/Services/Utilities/Commercial-Utilities/Building-Energy-and-Water-Scoring-BEWS confirms most eligible commercial/multifamily 5,000+ sq ft, annual June 1, with listed exclusions for multifamily under three stories, row homes, townhomes, industrial and agricultural facilities. Initial direct HTTP retrieval returned 403; the official page was subsequently opened successfully in the browser and its text archived. Its 2026 portal announcement was reviewed. Current required-property map was retrieved successfully.
- **Lakewood:** https://www.lakewoodtogether.org/benchmarking-and-building-performance records adoption February 23, 2026 and first reporting of 2025 energy use by December 31, 2026 for eligible 10,000+ sq ft buildings. The homepage still advertises draft-rules feedback through September 16, now past. The linked draft-rules forum and official-domain searches were reviewed. No current public coverage/status inventory or final rules publication was obtained. The article uses unavailable counts and does not describe the expired comment period as still open.

## Map endpoints, defaults and retained filters

The current public map pages and their referenced JavaScript were checked before fetching status data. All three select reporting year 2026 and use https://app.touchstoneiq.com/api/region/map with valid_id=1, parent_property=1 and only_compliant=1. Despite the last parameter's name, responses contain revision, exempt and not-submitted labels; no accepted-only filter was applied by this publication.

| Map | Verified hash | Current UI default | Index query, unchanged from September |
|---|---|---|---|
| Denver https://map.energizedenver.org/ | ee666b4105180a50229c83a2b8292b4f | Required on, voluntary off | required_to_report=1 |
| Boulder https://maps.touchstoneiq.com/boulder/ | efed58b997d2c6d503ba03fb9c0bfe59 | Required on, voluntary off | required_to_report=1 and voluntarily_reported=1, joined to workbook IDs |
| Fort Collins https://maps.touchstoneiq.com/fortcollins/ | 8ymNl9ucL5kwynzTt7pkwO6VBEwJOQgy | Required and voluntary on | required_to_report=1 only |

Boulder's older maps.touchstonebenchmarking.com/boulder/ address redirects to maps.touchstoneiq.com/boulder/. This is a hosting redirect, not a coverage change. The verified bundles are Denver index-Dq2c3Rwb.js, Boulder main.27d04294.chunk.js and Fort Collins main.df6bef42.chunk.js. The source manifest hashes the archived bundles and pages.

## Data-quality findings and checks

- State identity universe 10,363; unique jurisdiction IDs and property-view IDs, consistent pagination totals. Join only within that universe. Seven missing status joins plus four null labels = 11 unknown. Floor-area quality: 463 missing, 226 below the general state threshold; retained in the public-list denominator.
- Denver 3,104 map IDs; Boulder 476 map IDs inside 478 workbook IDs; Fort Collins 1,362 map IDs. Duplicate IDs and unreviewed status labels fail the build. Unknown Boulder IDs remain EB427 and EB251.
- Aspen's original generic extractor stopped because it mistook the document title for an address. The corrected parser recognizes section headings, discards the repeated footer and preserves multi-number/range addresses. Count and category checks match the published September baseline; no historical files were rewritten.
- Colorado's pending-error label remains ambiguous about receipt. State filed/not-filed totals stay unavailable; no presumed non-filing total is published.
- Coverage/exclusion changes precede rate movements in the article. The monthly-change download reconciles accepted-count changes and the conservative matched cohort.
