## Metric

Report acceptance = accepted source records / (listed source records minus explicit exemptions, waivers and non-covered records) × 100, rounded to one decimal. Unknown records remain in the denominator. This is not a legal-compliance score or an energy-performance score. Programs have different calendars and populations; do not treat this as a jurisdiction league table.

The category `accepted` means a source status of `in compliance`, case-insensitive, in the current annual-reporting map. `revision` includes pending-revision labels. `excluded` means Exempt, Approved for waiver, or Non-covered. `not_submitted` means an explicit Not submitted or Submission not received label. `unknown` means no published/joined status.

For Denver, Boulder and Fort Collins, filed-at-least = accepted + pending revisions. It excludes unknowns and exemptions. Colorado's Pending revisions: Error does not reliably establish receipt, so Colorado filed/not-filed totals are unavailable. An underlying zero count of an explicit state non-submission label means zero occurrences of that label, NOT a verified zero non-filers. Aspen has no status source: its underlying accepted/revision/excluded zeros also mean no observed labels, not verified zero buildings. Read `not_filed_observable` and null rate fields alongside counts.

## Source universes and retrieval

All APIs below are the public endpoints used by the linked program maps. No private owner-portal data is included.

- Colorado: https://co.beam-portal.org/cbl/2/properties/?cycle_id=8 . Identity endpoint `/cbl/properties/filter/?organization_id=2&include_related=false&cycle=8&page=1&per_page=1000`, all 11 pages. Status endpoint `/map/inventory_locations/properties/?organization_id=2&cycle=8`. Join property_view_id to map id; decode statuses using the public page's cbl-data status_payload. 10,390 unique identities. Six lack a map match; 79 have null status: 85 unknown. Retain 486 missing floor-area values and 229 below 50,000 sq ft, so this measures the published list rather than an undocumented size-filtered population.
- Denver: https://map.energizedenver.org/ . Current Touchstone endpoint `https://app.touchstoneiq.com/api/region/map?hash=ee666b4105180a50229c83a2b8292b4f&year=2026&valid_id=1&parent_property=1&only_compliant=1&required_to_report=1`. 3,105 unique building IDs. The older ArcGIS 2025_Master_Data_Set export, whose data was last edited in May 2026, is NOT used, even though its item metadata changed later.
- Boulder coverage: https://bouldercolorado.gov/media/4225/download?inline . 2026 affected-building workbook: 427 private IDs and 51 city IDs, total 478. Join current map https://maps.touchstonebenchmarking.com/boulder/ using `https://app.touchstoneiq.com/api/region/map?hash=efed58b997d2c6d503ba03fb9c0bfe59&year=2026&valid_id=1&parent_property=1&only_compliant=1&required_to_report=1&voluntarily_reported=1`. All 476 map IDs match the workbook. EB427 and EB251 remain unknown. The workbook's February status column is NOT used to fill them.
- Aspen: https://www.aspen.gov/DocumentCenter/View/15687 . 2026 covered-address PDF. 190 address occurrences, 189 exact distinct uppercase address strings. 155 LONE PINE RD appears twice. The PDF identifies addresses and categories, not 2026 filing statuses; do not call this a certified physical-building count. Historical context only: https://www.aspen.gov/DocumentCenter/View/15566 (October 2025 report, data through 2024).
- Fort Collins: https://maps.touchstoneiq.com/fortcollins/ . `https://app.touchstoneiq.com/api/region/map?hash=8ymNl9ucL5kwynzTt7pkwO6VBEwJOQgy&year=2026&valid_id=1&parent_property=1&only_compliant=1&required_to_report=1`. 1,362 unique building IDs. The required-to-report filter is used; no voluntary rows are added. This observed map universe is not a certified census of all eligible buildings.
- Lakewood: https://www.lakewoodtogether.org/benchmarking-and-building-performance . Ordinance adopted February 23, 2026. No current filing inventory obtained. Null totals mean unavailable, not zero. First reporting deadline December 31, 2026.

Source response filenames, checksums and individual retrieval timestamps are in source-manifest.json. Some archived files are background research, not calculation inputs. Full source responses are retained locally. Published status-records.csv includes minimal public record IDs and status labels; personal contact data and addresses are not republished.

## Denver–Colorado matching

Select state records whose source city field is DENVER. Match numeric state jurisdiction_property_id_101 to Denver building_id: 1,900 shared IDs. Require identical normalized addresses: uppercase, strip punctuation, collapse whitespace, and expand a fixed equivalence list (STREET/ST, AVENUE/AVE, BOULEVARD/BLVD, ROAD/RD, DRIVE/DR, COURT/CT, PLACE/PL, NORTH/N, SOUTH/S, EAST/E, WEST/W, PARKWAY/PKWY, CIRCLE/CIR, LANE/LN). No fuzzy matching or manual assumptions.

Retain 1,489 matches; exclude 411 address mismatches. Of 1,357 Denver-accepted matches, 804 have Colorado Pending revisions: Error, 531 have Colorado In Compliance and 22 lack a state status. 804/1,357 = 59.2%. This narrow subset is not a representative sample and should not be extrapolated. Different deadlines, refresh timing and record boundaries can produce different labels. It does not establish a violation or its cause.

## Geography, duplication and limitations

State city groups use the source city field, normalized to uppercase and trimmed. They are not municipal-program totals or jurisdiction-boundary verification. A property can appear in both a city program and the state list. Never add jurisdiction counts into a statewide physical-building total. Campus reporting, exemptions and eligibility definitions can differ. Public maps can lag owner portals. Confirm a building's final status with the relevant program.
